KickOff Baltic Science Network (BSN) Political Kick-Off Event

On 16 – 17 June 2016 the Baltic Science Network (BSN) Political Kick-Off Event took place back-to-back with the Council of the Baltic Sea States (CBSS) Science Ministerial in Kraków, Poland.

The aims and areas of thematic focus of the BSN were presented by Dr. Eva Gümbel, Deputy Minister of the Hamburg Ministry of Science, Research and Equality (Free and Hanseatic City of Hamburg), representing the lead partner of the project. Ms Teresa Czerwińska, Deputy Minister of Science at the Polish Ministry of Science and Higher Education, representing the Polish CBSS Presidency, provided broader context in terms of how the BSN fits in a wider Baltic Sea Region (BSR) governance framework. Mr Bernd Hemingway, Acting Director General of the CBSS Secretariat, welcomed the project as one of practical steps which will complement the BSR-wide science cooperation in areas, which so far have not received sufficient support. Further notes on the role of BSN in advancing science cooperation agenda in the BSR were provided by Mr Rolandas Zuoza, Vice-Minister of the Lithuanian Ministry of Education and Science, and Mr Hans Müller Pedersen, Director General of the Danish Agency for Science, Technology and Innovation.

BSN is a newly founded macro-regional science policy network in the BSR, funded by the Interreg Baltic Sea Region Programme. Its aim is to provide science and research ministries of the BSR states with an overall coordination framework to develop and implement science policy in a macro-regional dimension and to ensure a better representation of macro-regional interests on the EU level. BSN also aims to develop and implement transnational strategies, incentives and programmes to support higher education, research and innovation and to develop research and innovation excellence.

The BSN partnership consists of 20 organisations from all BSR-countries, representing the key decision-makers in science policy in the BSR (national and regional science ministries; funding agencies and programmes; university and research networks and key actors of the BSR cooperation). BSN is embedded in the BSR cooperation structures. On the one hand, it is connected to the EU Strategy for the BSR. BSN is a flagship of Policy Area Education. On the other hand, BSN brings to the fore the CBSS mandate in science and research cooperation. For almost a decade, or in other words, since the 2007 Chair´s Conclusions adopted in Riga, CBSS has reinstated its intention to engage more actively in strengthening science-related cooperation.  Baltic Science Network serves as one of the most recent examples how this commitment is translated into practical steps. The project and its role in advancing science cooperation is also mirrored in the recently adopted CBSS Polish Chair´s Conclusions “Baltic Science: Renewing the Commitment to Science/Research Joint Actions in the Baltic Sea Region”.

The Kick-Off Event was followed by a BSN partner meeting. It focused on the deliverables and time tables of project work packages. It also served as a timely occasion for project partners and associates to exchange ideas regarding the project content and the visual identity of the BSN, as well as map the most important upcoming events, where different issues covered by the project will be presented and discussed.
