Hamburg has long been a pivotal hub in the European trade and transport network, serving as the centre of the metropolitan region. Transitioning to a low-emission, future-proof, and efficient mobility system is vital for Hamburg’s economic growth, quality of life, residents’ mobility, and its journey towards climate neutrality. To achieve this, Hamburg aims to further advance the mobility transition, focusing on the needs of the people. To drive forward this transformation, the Hamburg Senate has adopted a new Sustainable Urban Mobility Plan (SUMP), the Mobility Transition Strategy. It serves as the guiding framework for transport planning up to 2030 and outlines the transport related focus areas and measures to be implemented by 2030. It takes an integrated view of relevant plans such as the Hamburg Climate Plan, the Federal Transport Infrastructure Plan, the Port Development Plan, as well as the Noise Action Plan, and the Air Quality Plan. Sustainable Urban Mobility Planning is a continuous process, and the Mobility Transition Strategy provides guidance for upcoming planning and decision-making processes. The strategy links key transport policy priorities (expanding public transport, promoting cycling and walking, as well as the digitalisation and electrification of transport) with key aspects of urban development, such as the city centre and major thoroughfares. When implemented consistently, the proposed measures will contribute to achieving mobility goals, particularly those related to climate targets.
The strategy consists of ten key action areas:
