Staff Unit for Refugees and Special Tasks

The Staff Unit for Refugees and Special Tasks (SFA) was founded in November 2019.

The SFA focusses on the daily monitoring and assessment of the refugee situation, on planning housing reserve capacities, on crisis prevention planning, on coordination responsibilities in various key areas and on case management.

Organisationally, the staff unit is equally subordinate to the city’s Ministry of Interior and Sport and to the Ministry of Labour, Health, Social Affairs, Family and Integration (abbreviation: Ministry of Social Affairs). The staff unit is headed by Mrs. Dr. Nele Stender and Mr. Thomas Melchert.

In the event of a sharp rise in the number of refugees arriving in Hamburg, the SFA ensures that ministries and other institutions act quickly and that the city is able to deal with the new situation right from the start. New measures include, for example, activating housing reserve capacities, ensuring that these accommodations are operational and, if necessary, re-activating the Central Coordination Unit for Refugees (ZKF).

For the SFA is the successor organisation to the ZKF, which was established in October 2015 to coordinate the challenging tasks related to the reception, accommodation, care and integration of refugees in Hamburg. In close and trusting cooperation with all other governmental and non-governmental institutions involved, the ZKF team had managed to cope with these tasks and ultimately prevent homelessness among refugees.

The ZKF was restructured into the SFA in November 2019 because the numbers of refugees arriving in Hamburg had been continuously decreasing since 2018.
