Free and Hanseatic City of Hamburg Staff Unit for Refugees and Special Tasks

In October 2015, the Central Coordinating Unit for Refugees (German acronym ZKF) was established to manage the reception, housing and integration of refugee in the city state of Hamburg. The ZKF bundled the prerogatives of several public institution in order to prevent the homelessness of people seeking refuge.
The need for a Hamburg-wide coordination of refugee housing and integration has been steadily declining since end 2018, and entry figures have now stabilized at a low level. Against this background, the ZKF was converted in November 2019 to the Staff Unit for Refugees and Special Tasks (German acronym SFA). This small unit focusses on planning refugee housing reserves, on crisis prevention and on other coordination tasks.

Staff Unit for Refugees and Special Tasks

In the case of an increase in the numbers of refugees, the SFA ensures that authorities in Hamburg swiftly act and react. This would include, for example, opening reserve housing units, ensuring the availability of new accommodation and possibly reactivating the ZKF.

The SFA is subordinate to the city’s Ministry of Interior and Sports and to the Ministry of Labour, Social Affairs, Family and Integration. It is headed by Mrs Jana Hoppe and Mr Holger Poser.
